* - Started porting the enb PHY layer to use srslog loggers.
- Updated srslog to manage the none level.

* Use new stack logger.

* Ported the enb RRC clases to use srslog.

* Remove unused log macros.

The function srsenb::rrc::ue::fill_scell_to_addmod_list assumes that the phy_cfg of the PCell is up-to-date, which was not the case.
