Carlo Galiotto	aa979708a0	rrc-nr,test: add fnc to trigger send_security_cmd ... The SecurityModeCommand procedure was previously initiated by the RRCSetupComplete msg. However, it should be trigger by the NGAP through the InitialContextSetupRequest msg.
